Housing benefit evolved out of subsidies for council housing. In the 1980s, the Conservative Party policy was to withdraw from building more council houses, and housing benefit was introduced in 1982 primarily to make it easier for low-income tenants, who would otherwise be dependent on social housing, to move into private rented accommodation, thereby preventing widespread homelessness that might have otherwise resulted from the Right to Buy Scheme. Furthermore, the importance of the cause can lead musicians to put aside long-held grudges. Unemployment benefits are sums of money given to the unemployed by the government or a compulsory para-governmental insurance system. Fringe benefits can include, but are not limited to: group insurance (health, dental, life etc.), income protection, retirement benefits, daycare, tuition reimbursement, sick leave, vacation (paid (esp. teaching) and non-paid), social security, profit sharing, funding of education and other specialized benefits. Normally, employer provided benefits are tax-deductible to the employer and non-taxable to the employee. The exception to the general rule would include executive benefits (e.g. golden handshake and golden parachute plans) which usually exceed the IRS maximum allowed and therefore, the executive would have to pay income tax for the excess amount. Generally non-cash benefits received by an employee are referred to as 'fringe benefits'. Fringe Benefits Tax (FBT) applies to most, although not all, fringe benefits. Most fringe benefits are also reported on employee payment summaries for inclusion on personal income tax returns that must be lodged annually. The rationale behind FBT is that it helps restore equity and fairness to those employees who do not receive such benefits. In Sweden unemployment benefits are divided into a voluntary scheme with income related compensation up to a certain level and a comprehensive scheme that provides a lower level of basic support. In the UK, child benefit is administered by the Revenue and Customs Child Benefit Office in Washington. As of April 2006, L17.45 per week is paid for the eldest child (including the eldest of a multiple birth) and L11.30 per week is paid for the any other children. Employee benefits in the United States could include relocation assistance, health and dental plans; retirement benefit plans; group-term life and long term care insurance plans, legal assistance plans, adoption assistance, child care benefits and possibly other miscellaneous employee discounts (e.g. movies and theme park tickets, hotels and resorts, and so on).
