In the 1980s, the Conservative Party policy was to withdraw from building more council houses, and housing benefit was introduced in 1982 primarily to make it easier for low-income tenants, who would otherwise be dependent on social housing, to move into private rented accommodation, thereby preventing widespread homelessness that might have otherwise resulted from the Right to Buy Scheme.
